Licensed DDJAY Colonies and Stilt Plus Four Floor Construction

S+4 construction is also allowed in previously licensed DDJAY colonies, provided the service plan is approved or modified for four residential units per plot. This extension benefits more planned areas by increasing housing capacity.

Specific Conditions for Three-Unit Plots in Stilt Plus Four Floor Construction

In colonies or sectors where the layout plan is approved for three residential units per plot, S+4 construction is permitted only if:

  • The plot is accessible by a road at least 10 meters wide.
  • One of the following conditions is met:
    • All adjacent plot owners present a mutual consent agreement, excluding those with existing S+4 approval.
    • A 1.8-meter side setback is maintained on all floors of adjacent plots.

Increased PDR Rates for Stilt Plus Four Floor Construction

For plots measuring more than 250 square meters, the Purchasable Development Rights (PDR) rates will increase as per Annexure ‘A’. This adjustment reflects the added value and infrastructure demands of larger plots.

Plots Auctioned with Purchasable FAR

Owners of plots auctioned by HSVP with underlying Purchasable FAR, falling under conditions mentioned in points 1 or 3, can either opt to build S+4 floors as per allotment conditions or seek compensation for unused PDR. Restrictions on Basement Construction for Stilt Plus Four Floor Construction

For plots eligible under point 3:

  • Basement floor construction and public wall load transfer are not allowed unless agreed upon in a mutual consent agreement with adjacent plot owners.
  • Basement construction is not permitted on plots less than 10 meters wide and 250 square meters in area.

Infrastructure Enhancement Fund

A fund of Rs 1178.95 crore, collected from S+4 scheme approvals, will be used for infrastructure improvements in sectors/colonies. HSVP will prioritize and execute these enhancements as the nodal agency.

Establishment of ‘S+4 Portal’

The government will create a dedicated ‘S+4 Portal’ for handling approvals, information updates, and grievances related to S+4 construction. This portal will ensure transparency and streamline the approval process.

Grievance Redressal Committees

Relevant agencies will form committees to address issues such as structural damage, parking problems, and infrastructure concerns related to S+4 construction. These committees will provide assistance to plot owners and resolve complaints through the ‘S+4 Portal’.

Stilt Area Coverage Compliance

To eliminate stilt area coverage, the government will impose a condition during building plan approval and/or occupancy certificate issuance. Any unauthorized coverage will result in the revocation of the approval/certificate.

Regularization of Unauthorized S+4 Constructions

A Standard Operating Procedure (SOP) will be developed to regularize unauthorized S+4 constructions. Applicants can seek to mitigate the offense if no objections were raised by adjacent plot owners during construction. If objections were raised, the authorities will require a mutual agreement, or they will make a decision.
